Mandate of Department:
Irrigation Department, Government of Assam is the custodian of all the Irrigation Schemes in the State of Assam. The Department executes the works, operates the schemes and also maintains them. The State's Ultimate Irrigation Potential is assessed at 27 Lakh Hectares out of which 10 Lakh Hectares is envisaged to be brought under irrigation through Major & Medium Irrigation Projects and 17 Lakh Hectares through Minor Irrigation Schemes.
The major activities of the department are:
- To increase Agricultural production of the State by ensuring timely and adequate irrigation to the fields to cultivate high yielding variety crops
- Rendering assistance to form Water Users' Association.
- Collection of Service Charge from the beneficiaries.
- Providing employment opportunity to citizen at various level as regular employee and/ on contractual basis and also through works executed by the contractors.
Organizational Structure:
At the district level, the Bongaigaon Division of the Irrigation Department is headed by the Executive Engineer. He is responsible for execution and management of all works within his Division. He is responsible for administration of contracts, quality of works, their timely completion and finalization of bills. He is the primary Disbursing Officer of the Division and is responsible for maintenance of accounts and financial transactions within the Division. On the financial matters, the Executive Engineer is assisted by the Divisional Accounts Officer who thoroughly and efficiently checks that the accounts of the Division are correctly compiled and specified returns are submitted in time to the Audit Office. The Executive Engineer is also responsible for the welfare of the employees of the Division, their attendances, their timely salaries, official complaints and grievances, etc. On these matters, he is assisted by the Head Assistant who keeps a record of the official documents of the employees of the Division. The Executive Engineer looks after all the technical works under his Division. He is responsible for administering the contracts, the construction works, maintenance and repair works, and their quality and timely completion. His duty is to monitor the projects on a regular basis, in coordination with the Assistant Executive Engineer. Bongaigaon Division has three sub-divisions, at Bongaigaon, Abhayapuri and Bijni, which are headed by the respective Assistant Executive Engineers. Their duties are to look after the works pertaining to the sub-division and report accordingly to the Executive Engineer of the Division. The Assistant Executive Engineers, are in turn, assisted by Assistant Engineers, Junior Engineers and other technical staff for smooth completion and maintenance of the projects.
